I believe the problem is from running l2.exe from system_c1 folder, instead of the system folder.

I just wanted to add my opinion about the material drop from low and high level raidbosses - It should be lowered about 10 times; at the moment I have over 1200 Crafted Leathers in warehouse, and I didn't craft a single one (animal skins and leathers not touched). Same thing with oriharukon.
Also would be nice, if SSD recipe would be modified (for example taking 2 times more mana and mats, giving 2 times more shots) - it is a pain for me to click ssd, that is why when I sell shots I sell mainly C shots - newbies might be disencouraged to play on the server, where there are no D shots to buy.

"Favouring fighters over mages"?
I find that the C1 chronicle is favouring mages a considerable amount more than fighters, especially with mana herbs at hand. On the long run what the vampiric rage herb would change is mainly the hp potion consumption on fighter classes for the guys that play solo, but for bigger parties it would change a lot more - polearms, trains and so on in places where herbs don't drop - because in other places it is easy to farm some vamp herbs to make it work.
In the end I don't believe it would destroy the whole balance of the game, full archer parties (even with dagger users with bows) would still own in C1, after them some setup with mages, after that come the close distance fighters.
