I've done a lot of the low level quests (in various towns), and I find the rewards are pretty good for most of them (especially the ones at Elven Fortress, at level ~20 you can get a few hundred thousand there quickly with a few quests).  The level 21 Dark Elf quest was worth around 160k 

*edit* If you do the 5 quests in Elven Village (available to Elf, Human, and Dwarf) at level 21 (Collect Spores, Legacy of the Poet, Curse of the Fortress, Collector's Dream, and Blood Fiend), you will earn 13k experience, a shield worth 6,450, and 361,420 raw adena.  Do Dwarven Kinship (Dark Elf village, available to all) at level 15 and you get 106,700 (minus a few thousand for teleporting) just for going for Dark Elven village to Gludio to Gludin

Plenty of easy money out there
