y iam not the biggest fan of that ether yet doubt that will be changed 

well id say its unfair importing anything from c1 but since in my understanding it suppose to be an update from c1 to c3 not brand new serwer 

id say import everything not just char, but ofc not at start but atleast a month after c3 will open or mby even longer otherways it will scare alot new incoming ppl but thats just what i think

but at the end its all up to administrator up to if he even can do this at all if its possible.
